    • Suitable for all public sector bodies, specifically Local authorities, housing associations and public services.
    • Up to 13 suppliers bidding for your business to ensure Best Value
    • Used by organisations such as Portsmouth Council (flexible energy procurement) and Peabody Housing (fixed energy procurement and bureau services)
  2. To create a stand alone framework
    • Beond manage the process for you with our processes underwritten by Tenders Direct to ensure compliance
    • Up to 20 suppliers bidding for your business to ensure Best Value
    • Flexibility to include wider services to facilitate meeting your Social Value objectives

Option 1:
Dynamic Purchasing System (DPS) for Energy Procurement Services

The DPS streamlines procurement for both Approved Energy Suppliers and the Contracting Authority. Approved Energy Suppliers only have to demonstrate their suitability and capability once, as part of the approval process to be on the DPS. Thereafter they only need to participate via a mini competition on our reverse auction platform to compete for a public sector contract. The DPS offers more flexibility, particularly as new Energy Suppliers may join at any time during its period of validity, meaning that suppliers are not locked out for the duration as they are with traditional frameworks.

Gwynedd Council are the Framework Operator and Beond Group are the sole appointed framework procurement agents. The Framework Agreement including all call-off contracts and brokering services are managed by Beond Group.

Some buyers wish to manage the tender themselves, rather than call off a framework created by somebody else.

Beond can support your own OJEU compliant framework with up to 20 energy suppliers competing across our e-auction in order to deliver best value. This can also include broader service requirements and service levels based on your quality requirements.

Beond has run many stand-alone public sector procurement exercises including, Optivo, Gwynedd Council, Newcastle and North Tyneside Council,  and Settle Group.

Beond manages all of the administration which is independently assessed and underwritten by Tenders Direct to ensure compliance.
